National Level Testing

National level tests (H-B/H-A, C3, B, A) are granted to Regions via an application system governed by the National Office. Applying for a test does not guarantee that it will be granted. If no tests are scheduled in our region, candidates are encouraged to attend a test in a neighboring region as their schedule permits.


Candidates planning to go beyond the C-2 level should make early plans for a program of preparation. As many clubs/centers are unable to provide more than encouragement and administrative support, it is the candidate who assumes most of the responsibility for education towards higher levels.

The region can also play an important role by organizing test preparation clinics at each level. Candidates are encouraged to contact Pony Club members who have already passed the certification or observe a test before their own. Instruction from a clinician well versed in USPC Standards, extensive reading, participation in Pony Club rallies and competitions, teaching in local clubs and centers, and working with a veterinarian and a farrier will increase self-confidence in demonstrating and expressing knowledge to an examiner.

Regional Intent to Certify at the National Level Application:
Note: Deadline is December 1 of the year prior to when you intend to test. There is a $50 application fee that will be applied
to the testing Facility Fee if a test is scheduled. If there are not enough candidates to schedule a test, the fee will be refunded.

Why do we require an Intent to Certify form for National level tests?

The form is required to provide guidance to the Regional Board in requesting a test from the National Office. If there are enough committed candidates a test will be granted. The organizer uses this information to secure a facility that offers the necessary equipment and/or terrain and can safely host the test. Tests that don't have enough registrants could be cancelled by the National Office. Having commitments from test candidates in advance helps to determine if a test is feasible and reduces the possibility of a last-minute cancellation, causing candidates to search for a test elsewhere.


I plan to take a National test outside of the region. Do I have to submit an Intent to Certify form for the National level tests?

NO. The Tri-State Region form is required so we know the number of candidates we have who are committed to testing within the region.


What does the $50 deposit cover if I am taking a National test?

The deposit goes toward securing the facility and covering the expenses involved with the testing. The deposit will be deducted from the Regional Facility Fee, which is approximately $175.

How do I register for a National test?

Applications are submitted online. The candidate must login to the USPC website and access the application using the My Test link found at the top of left sidebar of the National Level Certifications page. Online applications and payment must be submitted and processed by the National Office by the application deadline indicated on the Testing Calendar.


What is the deadline to register?

All application deadlines are 12 weeks prior to the test you are applying for.


If you are applying after the deadline, candidates must receive approval from the National Testing Chair to attend, and will be assessed a $100 late fee.


How much does a National test cost?

Currently test fees start at $200, paid at the time of registration. There will also be a Regional Test Fee of $175 that is due prior to the testing and is non-refundable.


Are there any additional expenses?

There may be additional expenses for stabling that the facility charges per day, or night. Candidates may be required to provide their own bedding. If the level of registered candidates drops below the point of feasibility, ghost fees may be assessed to all candidates. This decision is made by the National Office.


What is the refund policy?

Cancellation refunds are available if the cancellation is made prior to 12 weeks from the test date, minus the $50 handling fee. Cancellations made after the 12 weeks from the test date will result in a forfeit of the testing fee.


My horse goes lame at the test, can I get my money back?

Unfortunately NO. The expenses for the NE’s, facility, etc. have already been incurred. Continue to test your knowledge and you may borrow another horse if available. How you proceed will be up to the examiner.


What happens to my deposit if a test is canceled?

Deposits & fees paid will be refunded and candidates will be notified as soon as possible to sign up for another test.


It is too expensive to Certify, what can I do?

Apply to the Dr. Jeni Gaffney Education Fund. This may be used for all fees. Also some clubs may have resources for candidates who choose to pursue national level certifications, so ask your DC.
